“PUOI: Promoting Socio-Professional Integration of Vulnerable Migrants”

PUOI (Unified Protection with Integration Objective) is a project for the socio-professional integration of vulnerable migrants promoted by the Ministry of Labour and Social Policies and implemented by Anpal Servizi Spa. Companies or public entities host and support the beneficiaries during internships that allow them to test themselves, acquire specialized, technical, and transversal skills, and develop broader networks of relationships than those formed in reception facilities. The internships can lead to employment contracts, and even when this does not happen, they offer new opportunities for job placement with a higher degree of autonomy.

The first phase of PUOI, carried out between 2019 and 2021, realized over 2,000 socio-professional inclusion pathways, while the second edition, which started in 2022, initiated another thousand. The first phase involved 219 promoting subjects and initiated 2,141 internships with 1,590 host subjects. The interns were mainly male (77%) and very young (over half between 18 and 24 years old), consistent with the target group of vulnerable migrants in Italy. They mainly came from countries in the western sub-Saharan coastal region: Nigeria (28%), Gambia (13%), Mali (8%), Senegal (7%), Guinea and Ivory Coast (both 5%). The internships were mainly carried out in hotels, restaurants, canteens, and bars (22%); manufacturing industries (15%); shops and supermarkets (13%); social and healthcare facilities (10%); and agriculture (8%). Within one year, over half (58%) of the participants in the first phase of PUOI had at least one employment contract.
