Presentation of the XXIX Report on Migrations 2023

According to the XXIX Report on Migrations 2023, prepared by the ISMU ETS Foundation, as of January 1, 2023, the migrant population residing in Italy was around 5 million and 775 thousand, showing a decrease of 55 thousand residents compared to the same date of the previous year.

However, the demographic balance shows an increase in the resident migrant population with a net increase of 110,000 individuals. This increase is partially counteracted by the decrease in the irregular component, which dropped to 458 thousand units compared to the 506 thousand of the previous year. This decline in irregular migrants is mainly attributable to regularization processes carried out in 2022 as a completion of the “emergence 2020” procedures. It is worth noting a significant reduction in “non-resident regulars,” whose number decreased from 293 thousand to 176 thousand.

The year 2023 marked a historic moment for the hiring of migrant workers, with a record of 1,057,620 individuals, according to sources from Unioncamere – ANPAL. Despite these positive figures, numerous critical issues persist, highlighting the need for new governance of migration processes and inclusion.
