New Decree on flows 2023-2025: 450,000 entries for foreign workers

On September 27, 2023, the Decree of the President of the Council of Ministers concerning the planning of foreign worker entry flows into Italy for the 2023-2025 triennial period was published. In total, 452,000 foreign citizens will be admitted to Italy over the course of three years, covering a wide range of job types and workers. The quotas are distributed as follows:

136,000 foreign citizens in the year 2023;

151,000 foreign citizens in the year 2024;

165,000 foreign citizens in the year 2025.

These quotas are further subdivided among various sectors and types of work. The decree also provides a schedule for employer applications. Applications for the 2023 quotas can be submitted starting from December 2 non-seasonal subordinate workers from countries with cooperation agreements with Italy, from December 4 for other non-seasonal subordinate workers, and from December 12 for seasonal workers.

It’s important to note that further detailed provisions will soon be established through a joint circular involving various ministries, including the Ministry of the Interior, the Ministry of Labour and Social Policies, the Ministry of Agriculture, Food Sovereignty, and Forests, and the Ministry of Tourism, with the involvement of the Ministry of Foreign Affairs and International Cooperation.

This new approach to managing immigration flows aims to streamline the process, ensuring that foreign workers are employed in key sectors of the Italian economy and make a significant contribution to the country’s development. At a time when immigration is an increasingly global issue, this policy aims to provide a clear framework for legal immigration in Italy for the next three years.
