InCaS Project: local multisectoral plans to counteract labour exploitation in agriculture

The first phase of the InCaS project, promoted by ANCI and Cittalia and funded by the Ministry of Labour and Social Policies, has been successfully completed. Through personalized on-field support interventions, eight municipalities including Albenga, Castel Volturno, Corigliano-Rossano, Lavello, Porto Recanati, Rovigo, Saluzzo, and Siracusa, have experimentally implemented targeted participatory planning processes, leading to the definition of as many Local Multisectoral Plans to combat labour exploitation in agriculture. These plans were formally adopted through resolutions of the Municipal Executive or Council.

The Local Multisectoral Plans are key instruments to implement actions outlined in the national Three-Year Plan to combat labour exploitation in agriculture. They involve national and local institutions, employers, and third-sector associations. The realization of these plans was made possible through a broad and integrated process of participation and elaboration. Thirty-six thematic working groups were formed, involving over 250 different organizations in more than 110 network meetings. This allowed local authorities to analyse territorial challenges and opportunities, proposing solutions consistent with national policies.
