Migration Flows 2024: new territorial allocation of quotas for residence permit conversions
The General Directorate for Migration Policies and the Social and Labour Integration of Migrants has established a new territorial allocation of quotas within the SILEN information system for converting residence permits from seasonal to non-seasonal employment. This measure is part of the planned management of migration flows and aims to address the high number of requests received while promoting the labour stabilization of migrants already residing in the country, recognizing their valuable contribution to Italy’s productive sectors.
In 2024, the Ministry of Labour and Social Policies allocated approximately 6,300 quotas for the conversion of residence permits, marking a significant increase compared to previous years. In 2023, around 5,500 quotas were assigned for this type of conversion. However, the percentage of conversions from seasonal to non-seasonal employment has decreased, falling from 13% in 2023 to 7.8% in 2024. This means that, out of 119,890 quotas allocated in 2024, only 9,331 applications resulted in the issuance of permits for permanent or long-term employment.
For 2025, the “Decreto Flussi” (Migration Decree) provides for the entry of 181,450 non-EU workers into Italy, distributed as follows:
- 70,720 for non-seasonal subordinate work
- 730 for self-employment
- 110,000 for seasonal subordinate work
The non-seasonal work quotas are distributed as follows: 42,835 quotas in total, including: 17,129 reserved for female workers, 15,000 for workers from countries that have signed migration cooperation agreements with Italy, 1,542 for workers from Tunisia, 3,464 for workers from India, 5,700 for the family and social-healthcare assistance sector.
For seasonal subordinate work, 38,462 quotas have been allocated, including:
- 15,380 reserved for female workers
- 2,101 for Indian citizens
- 841 for multi-year seasonal work permit applications
- 13,736 for seasonal agricultural work submitted by professional employers’ organizations
- 3,143 for seasonal work in the tourism sector, also submitted by professional employers’ organizations
- 3,261 residual quotas for seasonal work requests in the agricultural and tourism-hospitality sectors
